BIM as a cornerstone for infrastructure modernization in Colombia and Peru

In recent years, Colombia has undertaken a determined digital transformation of the construction sector, marked by the implementation of the National BIM Strategy 2020–2026, led by the national government. This policy establishes the gradual adoption of the Building Information Modeling (BIM) methodology as a mandatory requirement for public and co-financed infrastructure projects starting in 2026¹. This transition is driven by recognition of BIM’s significant potential to deliver efficiency, quality control, and sustainability throughout all stages of a project’s life cycle.

Although adoption has been more evident in the real estate sector, linear infrastructure—such as roads and airports—has posed greater challenges. Nevertheless, it is precisely within this demanding context that C & M Consultores has taken a leading role in implementing BIM in large-scale, technically complex projects.

BIM: A strategic axis in public and private infrastructure projects

C & M has consolidated its expertise in airport and road structuring and planning in Colombia and Peru. Under international standards (ISO 19650), the firm provides BIM consulting, supervision, and design services through projects such as the comprehensive feasibility-level structuring of the Boquerón – El Tablón road corridor for Colombia’s National Infrastructure Agency (ANI); the development of the Airport Planning Scheme (EPA) and the update of Airport Master Plans (PMA) contracted by the Civil Aviation Authority, covering key infrastructure including the airports of Arauca, Saravena, Ocaña, Florencia, and Boyacá; and, at the international level, the improvement of airport services in Satipo and Huancavelica for Peru’s Ministry of Transport and Communications (MTC).

These projects have been managed under collaborative digital frameworks, in which C & M Consultores has implemented technical model audits, schedule validations through 4D simulations, and 5D cost analyses, integrating all involved disciplines within Common Data Environments (CDEs) that ensure traceability, control, and efficiency.

Comprehensive structuring of Boquerón – El Tablón: A national benchmark for BIM implementation

One of the most significant milestones in the modernization process led by C & M has been its participation in the Boquerón – El Tablón road project, a strategic intervention within the Bogotá – Villavicencio corridor, which is vital for mobility and competitiveness in central Colombia. The structuring of 31 kilometers of new roadway crosses areas of high geotechnical complexity and incorporates tunnels, bridges, intelligent transportation systems, and hydraulic works.

In this case, BIM implementation was not marginal but became the central integrating axis of the entire technical process. From the feasibility stage onward, a BIM Execution Plan (BEP) was developed, establishing an interoperability strategy based on open formats such as IFC (Industry Foundation Classes), rigorous interdisciplinary coordination grounded in performance indicators following methodological application, and the use of a Common Data Environment.

The results obtained reflect the transformative impact of BIM implementation:

Development of more than 10 BIM uses defined for feasibility-stage projects.

100% parametrization of model elements under ISO 19650 standards and the BIM Chile Plan.

Over 90% of modeled activities quantified through 5D simulation.

Development of an advanced graphical level of modeling for the disciplines involved in a road infrastructure project.

More than 99% of clashes resolved during the structuring phase (over 40,000 detected).

Participation of more than 10 infrastructure-related disciplines, including geometric design, bridges, tunnels, hydraulics, hydrology and scour, geotechnics, intelligent transportation systems, among others.

This project not only demonstrated technical effectiveness but also generated a profound organizational transformation among all stakeholders involved—from designers, BIM managers, and BIM professionals to supervisors and public officials. Disciplinary coordination, information traceability, and the integration of schedule, budget, and model significantly improved design quality, strengthened ANI’s technical supervision, and established a national benchmark for data-driven infrastructure.

Toward smarter, more connected, and more efficient infrastructure

C & M Consultores’ experience in the Boquerón – El Tablón project, as well as in multiple projects contracted by ANI, the Civil Aviation Authority, and Peru’s MTC, demonstrates that digital transformation in the infrastructure sector is already a reality.

The implementation of BIM with vision, methodology, and standards has enabled C & M to position itself as a strategic partner for public and private entities operating in increasingly demanding environments in terms of efficiency, transparency, and sustainability.
