Project supervision has gradually established itself as a central instrument within Colombia’s legal framework for public procurement, despite the diverse conceptual interpretations adopted by legal practitioners over time. This plurality of approaches has also influenced how the role of supervision is ultimately implemented in practice—an inherently demanding yet fundamental function within the success strategies of public projects.
Within this context, the present study provides a rigorous and comprehensive understanding of project supervision in its strictest legal sense, complemented by critical reflections inherent to the field of administrative and public procurement law. The analysis seeks to clarify the legal nature, purpose, and practical implications of supervision as a cornerstone of effective public project execution.
We invite readers to approach this work with careful attention and a reflective mindset. In doing so, they will gain a solid and well-founded framework that will undoubtedly meet both their academic interests and their practical expectations regarding the role of project supervision in public procurement.
